During periods of non activity exploration stock generally tend to drift down without news to drive them regardless of the good news already announced. The market has a short memory and traders leave the stock, for medium/longer term investors these are good times to top up their holdings or buy smaller trading parcels to pass the time.
If the oil or market craps out for the moment then you can use it to top up/trade.
