The people whom are responding are only there to collect their substantial salary every week. They are not there to implement rules or actually do any work. You are banging your head against a brick wall.

Example: I recently had the need to ask a superannuation fund to give me a breakup of the funds they had direct debited my bank account. After first saying they could not give me that information, another operator agreed that they could however they would also send it to the recipients of the funds. The info they sent me differed from the info they sent the recipients. When I rang to query the differential, the operator said that they could not release that information. I said, "You are trying to tell me that you cannot release any information yet I have the information from your office on your letterhead?"

My advice is to learn to "work around/within" the (not necessarily fair) system otherwise you will go mental.

Factor, thumbs up for all you are trying to achieve though.
