Back in April 09', Clover Moore (Mayor of Sydney) was dead keen on CFU in part for the point you raised about blackouts. Sydney with it's aging centralised system has had rolling blackouts last summer. Summer is a peak period due largely to the increase use of air-con and she was a pains to see that 'Energy Australia' take a close look at the decentralised CFU alternative. The wheels grind slowly, but they grid. The other major factor is the water savings over coal fired power generation (approx 95% over brown coal).
