The below is without quoting exact numbers as I can't be bothered to research.
I think you'll find that OZ's position has been slighlty diluted since their first acquisition via option conversions etc. AND this top-up represents a movement back to a % they originally held (or at least close to).
From a Corps Act requirement this may not need to be disclosed as it represents a movement of less than 1% from their most recent announcement (i.e. on initial acquisition).
So for example, you may take an interest of 19.5% in a Company (announcement at that time) and due to dilution may have reduced to 18.75% and then top-up to 19.8%. From a Corps Act perspective you haven't moved 1% from your initial announcement.
