ocker i agree insurance i guess u could say case sceniros and even advanced computer models the insurance companies use to assess their risk levels ( and then add a % profit margin on top) is the way the insurance model works. They in most cases also keep a capital reserve or have the large size to payout in case of extra events.
Then theres the whole reinsurance game of the likes of swiss re which is also a source of risk reduction.
In the end its all about profit and or competition and market share
