If you read the rules in details there are plenty of outs, and just because they may have rxd the JORC, they are entitled (actually expected) to review it and sign off on it before releasing it to market - maybe one key director that needs to sign/approve is "travelling" or "sick" - seen it plenty of times before and nothing has come of it.
