my statement is that the Czech government doesn't want EMH to mine the resource. The following quote is from the link attached

Keep in mind the same guy has also cancelled the MOU signed by the previous government. There is no doubt the current government doesn't want EMH to mine the resource. You can find dozens of articles explaining this.
