No, they can increase the price if they choose and the bonus is that all those who have already accepted also get the higher price (as per the bid document).
If they feel they may fall just short, increasing the price by a small amount now may be enough to give a psychological push to those who were holding out because they thought (quite rightly!) that the bid is too low, so Cephalon may have already factored this in to start with.
