The four million dollars isn't being funded by GEMCO, it is being funded by income derived by GEBIE. Part of that income is mining royalties. Mining royalties are not gratuitous handouts (just as Rio's billions will not be gratutious hand outs in the Pilbara) they are rent monies paid for leasing of the TO's land, held by them in inaliable free hold title.
GOT do not own the Song Lines of the Anindiltakwan (and they are not my song lines- I am not a TO). GOT have been granted EL's for tenements that cover some of the Song Lines utilised by the TO's in their ceremonial life. At this point in time GOT's GE Project has stalled. It may be restarted and it might not.
Do you understand that the acquisition of the tenements does not constitute ownership of that seasscape by GR?
