Penn DEP spreading the news of availability of contaminated water for use in other industries (...atomic plant)
future user will pay for cleanup and once water is used will be disposed to enviro much cleaner
why now ? 'cause DEP just found a good "cleaner"
clever DEP, how many birds they killing with one stone ?
they may even charge a fee for water allocation and endorsment of the prefered cleaner
