the deal is signed with a goverment agency.. it's the same as our federal govt giving them a big deal..

USEPA Penndot and DEP are the ones who make the calls.. and they have given VTI the job... on a road that has attracted more than it's fair share of critics.....

Of course VTI will not please everyone hence you still think it's not a buy.. which is fine.. it's your money to spend how you see fit.....
