I was not optimistic about a huge price rise, but I did assume it would at least touch the 30's. If the announcement was that funding was not granted, the SP would have tanked. It is frustrating that MS and CVI can continually bring out good announcements, with the only effect being the SP not falling (any further).
Yes, this is only a small step on a long path - but it is an important and positive one and I'm disspointed to see it 2.5c down from open. Why is the SP higher with uncertainty and risk than with confirmed success. The market is a silly beast.
