As always there is a good answer to every good question, and I am glad to note you question the time and not the price.
The best time is perhaps Feb 09, but if for some reason that is an inconvenient time, I would suggest just before the next deal, or reserves certification. If you are wanting to buy a whole truck load you should start a few days ahead.
