There is little incentive for a big utility to be first off the rank and pay absolute top dollar and help generate the economies of scale that is needed for the price to come down.
A utility or appliance customer looking to order tens or hundreds of thousands of gennex modules (or Bluegens) would negotiate the price with CFU and a contract for that volume is not going to result in a high unit price like the current individual orders - they will get the volume discount that comes with such a large order. They may also negotiate other competitive advantages in their market, such as exclusivity as part of such a large volume order.
In my opinion (and it is pure speculation), the only reason we don't have a massive volume order yet is that the company could not deliver on it. There is a problem with the larger furnaces and the lack of transparency on this problem and the time it is taking to fix them is a major concern. I think once this furnace issue is resolved, large orders will be announced very quickly.
