I assume the black cartridge is in fact not empty?

If the printer software has a head cleaning utility (most Epson software does) then try running that a few times and then print a test page.

If you have any pop-up at all then select to print in colour - that will force the software to mix (generate)black from the colour tank.

Delete the printer from the system via the control panel. Then reload the software/drivers - this should fix the pop-up problem.

As for your BAS, register with the ATO to file your return electronically - this also allows an extra two weeks (grace) period for which to file your return.
