It isn't gyro! It bloody well isn't. Not to enough people and not good enough. Education is one of the best tools for governments. Good ones will use it well, bad ones will use it badly. Throughout the British Empire's rule in India, except, of course from WWII, there were never any more than 36,000 British soldiers in India. Why? Because they had the support of the "elite" Why did they have the huge mass of the Indian population did not rebel? Because the Brits did not allow anyone in India to get educated. They knew very well that if they did educate the bulk of that population it would be the end for them much earlier. When the Brits left India, it was 85% rural and 90% illiterate. The USA (and other empires, of course) have employed these tactics as well, in many places, particularly so in Latin America. It's a Macchiavelian tactic. Keep your population dumb and they're at your mercy. You can call them any name you like, keep their confidence and self esteem very low so that they won't ask questions and so that they won't rebel. It's a tactic which always finds its nemesis in the end but those who use it are themselves uneducated and unimaginative, ruthless crooks.
