You're right, I'd forgotten that.
Except that's not entirely true, as if I apply for cover now I will pay a higher premium than a 20 y/o.
But this could be another reason why premiums are rising. Young healthy people (and even middle aged healthy people) don't want to be subsidising higher risk groups, and are opting out. Costs rise, and participants don't so premiums rise.
