It seems the shares have not been issued yet - "Verus proposes to issue up to 26.25 million shares at an issue price of 2.1c". IMO they must have a good announcment just around the corner to kick the share price along otherwise there is a risk the SP will fall to 2.1c before the SI's even get their shares.
