if you are talking about "Time share" or "Fractional Ownership" that's been around for ages, since about the eighties in Aus for property I think, its becoming the thing for luxury boats as well
its not a scam, but I cant see the benefits over just hiring something or booking a hotel and using your money to invest in something else
But then I have never understood the concept of holidaying in the same place over and over
