private sales - any tips?

Looked at a place yesterday. The seller was a private one and claimed that an offer would need to be made in the next week otherwise tennants would be moving in.

If a place is advertised for under 400k what sort of price could you reasonably offer?

Im thinking 360k to get started maybe go to 380. Just not too sure about dealing with private sellers as it is first purchase.
