True - thus making it even harder for the so called aspirationals to send their children there, which is maybe counter productive?
In effect, it is taking a relative large amount of money from a few and distributing it into tiny amounts to the many. It's great for the soul but hardly solves anything and runs the risk of being seen as the politics of envy.
