data centers full of servers, paying ISPs for connectivity, it is already private. even hosting your own website has restrictions on it's use under law and the terms of service from the host. If you host your own server and website you are still using an ISP to advertise your URL and borrowing an IP from a provider. not sure what you are trying to say.
