It's trading like a binary play... many want to get in on PRLOA with buy side stacked up; whilst exercise price is 4c so would need to have positive results for this to happen (ie long-term by October 2018); whilst people are not buying much higher than 2-2.2c for the heads.

So leverage for a big binary play on options? I think that's why the heads haven't moved much. If there were no extra options in recent SPP, I suspect the heads would be well north of where they are right now.
