Just some research I gathered around potentially some other reasons for the 10 day extension. You will see below that the 'Consequential amendments' to the climate change bill have submissions closing on 10th of August. Same date that the MOU was extended to. Make of this what you will. But perhaps discussions over this period haven't just been with Total.
