If the capping is to keep the price down for an ulterior motive, it would not matter to them at what price they have to cover at a later stage, as the final TO price (if that is the case) will be starting from a much lower platform and what they save there will more than offset the covering price. They'll be well ahead.
All of these are just speculation though. Only ones who know are the shorters or cappers themselves. Truth is probably a mix of these.
