I was just sitting here thinking about this some more....
Most people on welfare don't do real well because they don't know how to plan and they don't know how to cook. They waste food and sometimes there just isn't enough money to do what needs to be done simply because they are trying to support a family with all that entails.
In the USA, there was an organisation called Angel food that bought in bulk and then used volunteer labor to distribute food at VERY reasonable price points to people in need, however on googling it just now I have found that they have had to close down. That means the 500000 families that they used to sell to are now having to resort to their own devices.
Most people who are in need would benefit more from a cheerful face who could teach them how to make a nutritious meal cheaply and who could help them stretch the money that they do have further than by a punitive, harsh method. That being said, there will always be the people who play the system. I have no sympathy or empathy for them. The problem is in figuring out who they are.
