Processing Plant and Production Cost

Hi, apologies if this has already been covered, but wondering if anyone has data on the economics of setting up a milling and processing plant. According to the International Atomic Energy Agency it is no small feat and saw a report in 2018 stating, "The cost of the equipment for mining and milling uranium into uranium ore concentrate, which generally takes place on site, is over US $100 million and can even reach into the billions. Thus, private companies and state entities alike must carefully consider long-term economics before opening a mine." How are small cap stocks positioned to deal with such costs? I see EL8 has some tech but not sure what the impact of that tech would be on overall viability and what projected costs are per pound for EL8.
