processing plant cost financing ?

Last year in the International roadshow presentation on page 13 it states "$30M allready paid towards 3mtpa plant balance of $20M remaining "

Then on 11th of June ASX announcment states Turnkey contracts ---- for the Rocklands $300M 3 MTPA mineral processsing plant signed with Sinosteel.

My Question is how has the plant gone from costing $50M to costing $300M?

ANd how is all this going to be financed they only had $47M in the bank at the end of June?
