When Apex first bought Wiluna back in 2007 the plan was Wiluna would provide 50% of ore for the plant and Gidgee and Youanmi 25% each, we know whats happend there.
Basically they stuffed up upgrading the plant (supposedly) and not developing Gidgee and Youannmi. Remember back then they were spruiking about producing 500,000 ozs of gold a year by 2012.
