I think you'll find most of the comments seem to be in relation to Bangladesh and Nepal and perhaps a couple of other countries, the rating is still sitting over 4 so it cant be that bad. Perhaps they just didn't have enough infrastructure in particular countries or didn't have enough access to infrastructure or expect the call volumes in these particular countries etc. etc.?

I read through pretty much all the new comments and they do seem generalized to a small handful of countries or cities from what I can tell.

While I somewhat agree it is not ideal, it is better than hiring out a lot more infrastructure than you expect to use when every dollar is vital in the initial stages of a new startup. (I'm assuming they hire the landlines?) People will always give it another go down the track, so long as the problems are isolated, which they appear to be.
