From what I can find, these tribes are actually 100kms+ away from the mine, so it is extreme opportunism.

When they use delaying tactics, such as they haven't got their expert witness or reports together, it suggests to me that they don't have a solid case in the first instance.

The delaying tactics could well be a means to drag CPL back to them, in an attempt to gain a settlement prior to mediation. From what I have read, their submissions are vague and tend to go in circles. One tribe has got themselves in a twist over CPl not addressing The Chief some 2½ years ago. Some it appears their muted point is more to do with protocol.

Anyway it is a blessing Tourmaline is first cab off the rank, as a commercial arrangement will be agreed and hopefully will be announced w/c 16th Dec. SP should rejoice and move upwards. I also suspect the 3 tribes will want to avoid mediation, as lawyers do cost money. So I wouldn't be surprised to see a settlement prior to mediation.

Bear in mind that 14 or so other FN have settled, in conjunction with the town community.

A 30 year project will offer solid employment for a generation of workers.
