eni make it clear they will only core in NT/P68 if there are HC's present, as per page 7 of the Environment Plant Summary (for up to 3 wells in 18months).
eni also indicate that whilst they will not hydraulically stimulate H-2, they may, stimulate future wells in NT/P68.
Eni also need time to design a suitable well test (potentially up to 3-tests) plan for the well, different horizons, build-up tests, which all takes time. Minnows like MEO cannot afford a few extra days of day rate for E104 and are forced into sporadic decisions, otherwise the kitty runs out, however global majors, do it right the first time. It takes two days to make a decision, So what?
These guys have already spent ~$200m on NT/P68, ~$450m on NT/P48 before any sort of development decision, I reckon they can afford the $1m for the rig to be idle for 2-sleeps as they plan the next steps.
