My knowledge is too little to contribute, but a couple of minor comments.

1. Work through the costings over the next year and a CR seems very likely. That may be holding the stock to about its previous CR price.

2. Good news in today's announcement, but still plenty of unknowns (commercial viability).

3."The market never lies." True, but it often errs as an indicator of value. Only time will tell if NEN's current value really is around 30 cents. My amateur guess is that its value right now is higher than the sp by some distance.
