Yes it is just a pre-print so you should exercise caution (as you should with all papers). This doesn't mean the work is bad. It is becoming increasingly common for authors to submit their manuscripts to the pre-print archive ahead of publication in a peer reviewed journal.
Having said this, the section I quoted is certainly worth asking BIT about.
