Govts have been burnt on overstocking of a one-off vaccine that is only effective for H1N1 Swine Flu (with only a 1 yr shelf life) as opposed to the safer broader spectrum anti-viral approach with 5 yr shelf life.

Pandemics will always create this problem for governments, but having been burnt in 2009, they will more than likely rely a bit more heavily on the more cautious anti-viral approach.
