1. Oaktree at 9c came in at a healthy premium at the time. The actual price of 4.5c was a 15% to 20% discount to the current VWAP price which is pretty standard for a raise.
2. Management has a choice of shareholder or sophisticated raises. They chose the latter, there have been plenty of SPP over the years, so everyone has had plenty of opportunities to get set. The stock is still providing the opportunity, so time to move on.
