try this experiment
when there is a gap in the bid ie 37.5-38.5, stick a small bid in the market - 10000 units at 38 and a mili second after other bids will follow. so quick its almost like you are placing the bid. this is indicative of a competurised program to buy steedily over time
it happended yesteray and today
