Have you considered that they may be waiting for Canadian licence to drop, before commencing production of their own Medicinal Cannabis products which could then be imported into UK for project 21...

p.s Whoever that is who keeps harping (promoting) on about BDA (BOD) under the premise of “wanting to invest in AGH but I’m not sure” remember that empty vessels make the most noise and confidence is quiet.
