Speaking as a corporate animal, generally one of the hidden reasons that companies do buybacks instead of special dividends, is that buybacks increase the potential value of LTI and STI options that executives have that haven't vested yet and possibly even get them closer to triggering. Dividends just help existing shareholders. So if a company is always doing buybacks, it's probably to pump executive remuneration and make it look like they do an amazing job because the EPS keeps going up - think Apple etc.
