I am less confident then you are
by paying off the debt in July they may not have the $ for a dividend (as at 30 June and ignoring what they earn between 1 July and date of dividend announcement)
I've have estimated in a divi of 20c unfranked
This would annoy some shareholders and make them more likely to accept a $5 price on their shares .....
