Firstly, I would not trust the current oil minister - full stop. He is no better than any other in the Yemen Government legitimacy who has their snout in the trough.
Second, (this follows from 1.), there is little respect for the Riyadh Agreement.
Third, there is a war going on and PSA have often forgotten this. At the moment there is trouble in Marib.
Still my hopes are high - but not this way.
