Please don't show your ignorance. The upper floors of the building should have met resistance from the core columns of the building hence slowing its rate of fall. The reason the phrase 'free fall speed' is used is to emphasise that for free fall speed to be attained means there was no lower resistance at any point. The only conclusion is that something severed all the core columns allowing for free fall speed - office fires cannot do that.
