Property development: land sales have commenced

my notes say somewhere says there were 56 properties proposed. the last annual report says:

The detailed construction planning and design of the first two stages was finalised and lodged with council. Stage 1 comprises of 20 blocks followed by stage 2 with 24 blocks and the remainder in Stage 3.
