I am unsure if you are seriously suggesting that someone's mere presence in a position of power indicates they are the most suitable.

Did Lehman Brothers have the best person possible at the helm in Sept 2008? Did BP have the best person possible at the helm during the early part of the oil spill? Did Enron have the best people at the helm in 2001? And all those organisations could and did pay top dollar for those people.
