What seems to be happening in Perth is the developers have stopped building unless they have a contract to buy on completion. Have a look at a suburb like Sinagra where the vast majority of listings are for homes yet to be built. In each case the address is there and computer pics of the home to be built but they are looking for buyers before they commit to actual construction.
In a healthy market they would be building as fast as they could. This is not a healthy market.
