My understanding is there is already provision in the Corporations Act for such event. The creep provisions which forces any shareholder holding at least 20% who then desires to increase their shareholding above 3% within any 6-month period to then make a takeover bid of the entire company.
It was introduced over a decade ago for this very reason.
