As suggested earlier in this thread, I believe that this is simply a proposed issue of shares to satisfy executive options if exercised at a strike price of 28c in 2 years' time. You might note that according to the latest AR, in 2019 they issued 3,131,035 shares on the exercise of options; a not dissimilar number. The value of the issue (barely over $1m) is hardly sufficient to warrant this for any other reason (and certainly not to attract a potential "strategic investor" - $1m only gets you 0.36% of the value of the company based on a 28c SP!).IMO, there is nothing to worry about with this announcement.
