Think about the word "proposed". 3 years ago when china threatened an embargo over something, Many bills were proposed. Not one ever made it out of Committee to the floor.
All proposed bills are is a way for senators and congressmen to get some free press. In fact, most proposed bills are not even thought out enough to go to committee. They still need lots of detail. When a bill is on the floor being actively debated then it is time to think about it but it still has a long way to go before president signs it.
