There are two likely options about ENEXD:
1) It is a scam without any real purpose to invest. they can say that unfortunately they did not get the financing.
ENEXD insider would have a consultancy fee of several 100 000 after the offering is closed with success (or without).
This would fit with saga of missing oil rig.
2) There is some real millions and Mr Rig would want to laundry the money from earlier scams and sanction bypassing,
and would be stupid enough to believe, that they could recover at least some of the money in the Southern Finland gold,
probability 1/1000. Result: loss of some million in futile attempts to explore and a legal process in Finland to recover the Iranian money.
