First you tried to maintain "Companies that have the dollars to make a BCP happen will not invest until they are assured that the Government(s) are committed..."
Now you revise that to, "They will not put significant funds..."
If Co's were looking to or were convinced into investing/partnering up with other Co's prior to the existence of the ALDP, then ALDP outcome specifically would not be a prerequisite for a Co to continue pursuing their partnership.
Seems like an eighth grader would even understand that one...
